O'Malley Rolls Out $37.7B Budget Proposal

The governor touts $325 million in cuts even as proposed spending increases by 4 percent over the current levels.

UPDATED (6:32 p.m.)—Gov. Martin O'Malley Wednesday presented his budget plan for the coming year that he called "a jobs budget." The budget contains no tax increases though O'Malley declined to discuss the possibility of a tax for transportation projects. "These have been challenging times to say the least," O'Malley said. He was referencing the seventh budget of his tenure as governor at the same time that the state has weathered one of the most severe economic downturns in history. O'Malley said Maryland taxpayers "expect their government to do more with less." The proposed $37.3 billion spending plan is for the 2014 fiscal year, which begins July 1. Federal Cuts Could Cripple Public Education, Say National Leaders

There would be more than $400 billion in federal funding cuts in public education nationwide if sequestration provisions are implemented, according to the National School Boards Association.

If a series of budget cuts known as "sequestration" takes effect, it would be a crippling blow to the public education system, national education leaders said Wednesday. The first round of cuts will occur Jan. 2, 2013, if congress does not come up with another way to reduce the federal budget deficit, and as a result, school districts stand to lose $82,000 for every $1 million in federal funds, said Deborah Rigsby, federal legislation director for the National School Boards Association. Harford County asked for $26.2 million in federal funds for the 2012–2013 school year, which accounted for for 4.8 percent of its budget.
