The Paresi Design Studio's 1997 study on Havre de Grace made many suggestions.
A restaurant at Concord Point? A hotel and conference center on the Susquehanna? A town green with amphitheatre? A riverwalk with city pier? The 1997 Paresi Study offered a number of recommendations for how to upgrade the city and its waterfront. We want to know which you'd most like to see become a reality. Name a better spot in Harford County than Concord Point and the land surrounding it. Go ahead. The comments section is below. I'll wait. The promenade. The Concord Point Lighthouse. What more could you want from a property? Waterfront. Check. On-street parking. Check. At the intersection of primary avenues that lead to restaurants, businesses, a high school, City Hall and the police station, and right down the street from the fire department. Check. The property bordered by the Susquehanna River, Congress Avenue, St. John Street and Pennington Avenue—known in town as "the Asher property"—has plenty of potential. Compared to other municipalities, Havre de Grace isn't wanting for park space. There's plenty of park land either in city limits or just outside of town, allowing residents chances to relax, recreate and escape. But what about a functional green space in the center of town? Surrounded by the shops and restaurants that make the city's downtown arts and entertainment district such an attraction, a "town green" could serve as a source of entertainment to supplement existing business. The Paresi Design Studio's 1997 study proposed the site at the southeastern corner of St. John and Green Streets—currently the home to the BB&T bank—be used for a town green with a natural amphitheatre. There is a stretch of Susquehanna River waterfront on the northern end of Havre de Grace that sits waiting for something big. The area that spans the shoreline from Jean S. Roberts Memorial Park to the Havre de Grace Marina has potential. It is often referred to as the Gilbert Oil site—having served as the location for the local oil company for decades. The Promenade is one of Havre de Grace's greatest assets. The boardwalk along the water on the city's southern end provides breathtaking views and a refreshing place to walk on warm summer nights. But imagine another attraction just like it on the northern end of town. The condo building perched above the Promenade was once a popular hotel for visitors to the waterfront city. A city that focuses heavily on tourism could use a hotel—or three—according to the Paresi Design Studio's 1997 study. The study called for three waterfront hotel/conference centers. The southernmost was recommended for what was once Penn's Beach Marina, just north of the Concord Point Lighthouse. The hotel never happened, though. Instead, a condo community was built. Legion Square is widely considered the primary entrance to Havre de Grace's historic downtown district. It's also a unique corner of town, nestled between a state road, a regional rail line and the Susquehanna River. While there are constraints on what the area can be used for, there are also many theories on the best use for the area surrounding Union Avenue at the northern tip of the city's arts and entertainment district. The Paresi Design Studio's 1997 study presented two major alterations to the square: a reconfiguring of a tricky intersection of three roads, and the implementation of a transportation center for Havre de Grace. While many of the Paresi Design Studio's 1997 study call for major waterfront projects in Havre de Grace, some are more subtle, cost-effective measures to improve the downtown area. Two of those measures have been acted upon by the City of Havre de Grace. The Paresi Study, called for streetscape improvements and facade upgrades to downtown storefronts. Some capital projects can be done in short order. Others take many years to come to fruition. Even more are unlikely to ever happen. Many of the designs and recommendations in the Paresi Study will call for projects that are complete, already underway or very unlikely to happen. That's bound to happen when taking a look back at a plan created 15 years ago. However, the study was broken into long-term and immediate recommendations for the City of Havre de Grace. A brand name hotel with some serious convention space would be nice. It doesn't need to be on the water but the more water view it has the better it would draw but that would also escalate the room rates. Many new hotels are downsizing the amount of meeting space they have so it is hard for mid-size conventions to find affordable space.
