The Havre de Grace Arts Commission brings performing artists and other events to the city of Havre deMore Grace throughout the year. Its mission is to "Coordinate, promote and support performing and fine arts events within the city." The meetings are held the fourth Tuesday of each month at 7pm. All members are appointed by the mayor and then confirmed by the Havre de Grace city council. Summer concerts events are organized by this commission.

The library's Havre de Grace branch, founded in 1960, boasts over 60,000 volumes of books. Managed by Irmgarde B. Brown, the library features a popular summer reading program and hosts various events and programs that run throughout the calendar year.

The Committee's Recreation Specialist is Karen Green. The Activity Center also houses the Boys & Girls Club and hosts various events throughout the year, including the Decoy Festival.
