Drivers should anticipate delays on Old Bay Lane starting Nov. 19 as a resurfacing project gets underway in Havre de Grace.

Flagging operations will be in place between Revolution Street and the National Guard; and while the road may be reduced to one lane, "at no time will travel be completely blocked," Director of Public Works Larry Parks said at November's Havre de Grace City Council meeting.

City Council President Randy Craig added during the Nov. 5 meeting that anyone who had been to a Little League game knew "the terrible condition of the road."

Past Stancill Field and its baseball diamonds, nine businesses are located on the bumpy stretch of road that is Old Bay Lane, which 1,100 employees use to get to work, according to the Havre de Grace Office of Economic Development.

As such, the road represents "a very important economic sector for our city," Craig said.

It is also a vital channel for public safety; ambulances transporting Medevac patients must use Old Bay Lane to get to the National Guard helipad.

Obtaining approvals to begin roadwork has been "a long process," Craig said, noting many government officials helped bring it to fruition.

The city, which did not own the road, had to obtain rights from independent property owners so it could perform maintenance on Old Bay Lane.

Said Craig: “Hopefully, with this new paving, it will help make that area more attractive for some of the businesses that are back there."

The resurfacing work is projected to take two weeks to complete.

Sidewalks, curbs, gutters and plantings will be also installed.
