It appears that some people chose to ignore the Mayor’s Orders and went into the city parks to take pictures. The mayor emphasized that Chief Walter and her staff would not tolerate “sightseers” who violate orders to stay off park property in and after the storm.
“The police department has a job to do and if there’s any interference and [people] fail to obey, there could be legal action taken,” Dougherty said.
Citizens of Havre de Grace have always been drawn to the waterfront during big storms. No one has ever been swept away. Next time give the citizens a little credit.

I live in a "bungalow" on south end of Big Island, Hawaii. We have more big storms than NY, but less people to be affected. Locals - vs vacation homeowners, live at higher elevations, for the most part. New York now knows it's reached population saturation. The next big storm will wipe it out, so the City should consider not rebuilding in flood zones, and population control. Good luck!!!
