New Hospital Zoning Goes To Planning Board

The Havre de Grace Planning Commission will hear zoning amendments Monday.

Havre de Grace's Planning Commission will review the city's zoning code during a regular meeting tonight at City Hall.

In particular, the commission will hear amendments to Article 8: Mixed Office & Employment, as it pertains to the proposed Upper Chesapeake Hospital campus near Bulle Rock and the Interstate 95 interchange.

The meeting begins at 7 p.m. at City Hall.

According to the planning commission agenda, the changes have been reviewed by the planning department and the council planning committee, and are in support of the proposed hospital.

See the PDF with this post for the agenda.

The proposed changes revolve around signage restrictions, according to a city official. The height of signage likely will be restricted, the official said, though signage on the hospital building itself likely will not be restricted to the same height requirements.

The Planning Commission will review the proposed changes and provide a recommendation to City Council to consider for adoption.

The agenda also notes that representatives from Upper Chesapeake will be at the meeting.

The new campus would replace Harford Memorial Hospital.

Is there any decision on what happens to the existing hospital at Union and Revolution?

Not at this time. The Board of Directors is still weighing their options. The new hospital will take three years to build and ready for it's first patient. The project will be built in phases like the facility in Bel Air over a ten year period maybe.

It is unfortunate that the public is under the impression that signage is the main change being proposed. The proposed changes are much more comprehensive than that. The proposed changes maintain the general spirit and intent, but I believe the public should be encouraged to examine the proposed changes in detail. The Planning Commission heard nearly 2 1/2 hours last Monday, and will hear more at its next meeting. Between now and then, several revisions are expected. As Chair of the Planning Commission, I encourage citizen participation.

Curtis, the announcement on the Patch was a little late for many people to plan spending an evening at City Hall. Where can we review the current plan and its proposed changes? Are they posted somewhere on the Havre de Grace website?

I would suggest you call the Director of Planning, Neal Mills, at City Hall.
