City Council: MOE Hearing, Budget Reading

Havre de Grace City Council meets at 7 p.m. Monday at City Hall.

 

Monday's Havre de Grace City Council meeting will open with a public hearing regarding the proposed zoning changes for the mixed office/employment center along Interstate 95.

The center is the proposed site for a new hospital managed by Upper Chesapeake.

The hearing kicks off Monday's meeting at 7 p.m. at City Hall.

Mayor Wayne Dougherty is unable to be in attendance Monday, so Council President Randy Craig will serve as acting mayor.

Council will hear two ordinances Monday: a second reading of the budget ordinance, and the introduction of an ordinance concerning the water and sewer commission.

Council will also vote on two license agreements: one for a brick landscaping wall at 810 Market Street, and one regarding a picket fence in the right-of-way at Giles and Commerce streets.

Since you missed it, I'll fill in some of the details.
MOE Hearing. The hearing lasted about One Hour and twenty minutes.
Residents of the Paddock’s were concerned about the lack of notification regarding the MOE Zoning changes. The biggest concerns dealt with lighting and outdoor public address systems. The local papers don't have a large circulation and updates to the City website are few and far between. Maybe this can be improved.
Havre de Grace Main Street still wants a free 300 square foot office space so they can have a satellite tourism office. Interesting idea since there is a visitor’s center in town that is not staffed on the weekend when the tourist arrives.

The council approved the budget with a $.01 tax cut while the assessed value of the city continues to climb. The mayors own report on the third quarter financials shows the city has collected almost 2 million more then was budgeted. Give the taxpayers a break and give them some of their money back. You could have cut the tax rate by a nickel and still had enough left to fund the city employee cost of living increases and steps.
So much for supporting business development in Havre de Grace. Councilman Martin proposed cutting the Mayor's requested conversion of a part time Economic Development person to full time in the Economic Development Office. Cutting the Mayor's requested conversion of a part time Economic Development person to full time was foolish in this pivotal economic period. Havre de Grace has fared better than most areas and attracting new businesses is the key to prosperity. There may be an opening for a new part time employee soon. Time will tell if this was a good move.

License Agreements the first request was pulled from the agenda as the applicant was unable to attend. V for vendetta. The vote on the fence license agreement was well played out. The Mayor held the request for five meetings while he worked to get the votes needed to not allow the nice looking fence on a property that the mayor’s friends have a problem. The mayor misses the first meeting in five years, so he doesn’t appear to be a part of the ill conceived plot. The former Council President acknowledges his relationship with an adjoining property owner and recues himself. The new guy is concerned about people doing things then asking forgiveness, and Babe Ruth takes a sacrifice hit and the acting Mayor refuses to break the tie. In reality he voted against the fence by his lack of action. It’s shameful that these individuals think no one is wise to their tricks. In the future I hope to see Mr. Glenn and Mr. Correri stick to their convictions.

On behalf of the HdG Tourism advisory Board, I would like to take this opportunity to thank those individuals and organizations who took time to comment at the MOE Zoning Hearing. I would also, once again, like to thank the representatives from UCH who took the time to meet with the chair of the Tourism Advisory Board. Their input and cooperation have been essential to the board's consideration of this matter. It was also gratifying to see support for our comments expressed by members of Havre de Grace Main Street and the Havre de Grace Economic Advisory Board. Our citizen volunteers on all boards and commissions perform an essential service to our city and government. I would encourage all to participate in these processes in a positive, professional manner such as was on display during last evenings public hearing.

While I was in favor of eliminating the requirement for the 300 sq ft office space for a satellite Tourism Office/ Visitors Center, after having more time to reflect on it, I now believe that space should be required so that visitors to the Hospital as well as travelers from the highway, can see that there is more to Havre de Grace than that small area. The Tourism Office has really active volunteers that do a fantastic job of manning the Visitors Center downtown, I'm sure they would man an office there as well. I urge the council to reconsider that amendment and work with Upper Chesapeake to create that space. Seems a small concession for all the changes that the city was willing to make for their project.

Mayor Wayne Dougherty should declare himself incompetent and be removed from office.

It might be a close vote but Wayne can arrange to get the votes.
