Four students and a beloved former teacher are scheduled to be recognized at Monday's City Council meeting.

Havre de Grace City Council meets at 7 p.m. Monday at City Hall.

Students from each of the four Havre de Grace public schools are on the agenda to be recognized. A proclamation will be made on behalf of Don Osman, who was recently inducted into the Harford County Public Schools Hall of Fame. A proclamation will also be made to Quynh Budzynski, of the Boys and Girls Club of Harford County.

Patch contributor Adam Rybczynski will be recognized with a "Did You Know Award," and a Mid-Atlantic Region Special Recognition will be presented.

Mayor Wayne Dougherty is scheduled to deliver the second quarter financial statement during his address near the end of the meeting.
