So would someone explain why does the city have to pay for police in the COUNTY schools?

They don't have to. It is a good way to provide piece of mind and more security, though.

I would be interested in knowing why this requires overtime service as opposed to re-allocation of existing resources. It seems that we have more than adequate police protection, and I wonder why a re-direction of "straight time" officers cannot do the duty. Has there been a review of the allocation of existing resources, or are we being asked to fund overtime as merely a "stop gap" measure? Aren't these officers at the schools also going to be available to respond to emergencies elsewhere, or are they exclusively dedicated to the schools? And last, is there any special training required or recommended for school duty -- tranining that goes beyond standard training?

Thank you for responding.I have another question for you...There are 2 Pit Bulls that whose owners reside in Grace Harbor n they have attacked a child n climbed a backyard fence & almost killed a dog. They are still roaming the neighborhood & I would like to ask the City Council why this is allowed to continue? Is there a time at this meeting that I will be able to speak or address this issue?

There are two citizen comment times during the meeting. The first one is limited to discussion of items that are on the agenda and the other is at the end of the meeting where any citizen may speak about any subject they wish.

Lynn just wondering?Have u contacted animal control?Or the owners? If the dogs are wandering tagless then animal control will help you and if they r micro- chipped the owner can b located and I believe they can incure a fine for not containing their dog/dogs...Hope this situation gets resolved:)

All of the proper authorities have been contacted but these animals still roam. I witnessed them in a field behind my back yard yesterday AM. Children are afraid to wait at bus stops & people DONT walk their dogs anymore in feat of these animals. People are walking their dogs with golf clubs n bats in hand..... It's my unstanding that the dog they attacked is surviving on feeding tubes n barely alive.BUT WHY ARE THESE PIT BULLS STILL ALLOWED TO ROAM ? And I want to know why?

If these said dogs have attacked another animal than animal control should have been notified immediately by the vet and investigated. If theres no substance, they can not apprehand the dogs. They do an "aggressive" test on all animals accussed of biting (ive been threw this with my son and his gmas shitzhu) and contain them for 10 days. If enough reports are made, animal control will continuely fine the owners untill eventually they go to court and their animals are apprehanded to local shelters. :/ However I ask that if this is the case, and these dogs are free roaming that people dont automatically pass judgement on the dogs for being a "bully breed" ...and begin to open a can of worms for banning the breed out of respect for us responsible "bully breed" owners. I will try to cobtact a rescue I know to go look for these dogs in the meantime!

Okay Megan thanks. Ive contacted a few resouces, do you know where they live exactly? Obviously the owners are careless and irresponsible so the dogs should be removed before things get worse!

I contacted animal control again n according to an Officer Krejci there is nothing that can be done except to give the people that own these dogs CITATIONS. N the CITATIONS can be limitless. She tells me that it's only 1 of the dogs THATS really agressive(like that would make me feel more secure) n the owner...Who has toddlers is looking for another home for the dog but having a problem BCAUSE the dog attacks other dogs. I asked if a child was killed by this dog would they take the dog away the? SHE SAID ONLY IF THE DIRECTOR OF ANIMAL CONTROL SAID TO DO IT. BUT THERE IS NO LAW THAT SAYS THEY WOULD HAVE TO. I don't know about you but issuing endless citations for a Pit Bull that attacks doesn't sit well with me! N when I asked her what we should do to protect ourselves, she suggested we carry a stick or tears gas! I understand thisi might be Harford County Law, but I also understand LAWS NEED TO CHANGE WHEN THEY ARENT WORKING TO PROTECT INNOCENT PEOLE N THEIR INNOCENT ANIMALS!

Mr.Millet; I have no set agenda but what I do have are many 1St hand accounts of these attacks. I want to know why a County paid Agency like Animal Control is not protecting it's citizens & instead protecting dangerous Pit Bulls?

It could be ANY breed dog, please lets use "dog" and not "pit bull" ...any animal can be dangerous if put under certain circumstances. Nobody knows the conditions that these dogs are living under, so the best you can do as a concerned citizen is one, protect. And two, find resources that WILL do something about it. Thank you.

Amanda; I am an animal advocate & have always owned dogs but the fact is that these dogs are Pit Bulls n although I fully sympathize with their situation at large I also know that any human being would not be allow to roam the streets and injure other people and only be given a citation? Why are these dogs allowed to continue reeking HAVIC in our community and nothing is being done? Because the Harford County Law is protecting their rights & not ours.

As the responsible loving owner of these dogs I am writing to inform everyone that all the information Lynn Bradley is providing is false. My dogs have never attacked a child or a person EVER. I have 4 kids myself and they have never even growled at them. The man that she claims got bitten got his hand nipped while trying to reach inside the dog attack to pick his dog up. They did not purposely attack the man in any way. The man did not go to the hospital and said he was fine. I have talked to him since and offered him my sympathy and took care of his vet bills. His dog was not being tube fed as she stated he had a drain for fluid build up. The dog did not almost die. It was a Jack Russell Terrier and much smaller than my dogs and according to the owner the dog is fine as of January 1st. I am trying to be responsible by taking care of this accident the proper way and this woman is making my dogs out to be monsters. If this woman knew anything about the breed she would know that pitbulls are ONLY dog aggressive. Only the pits raised by idiots are people aggressive. This woman is harassing my family and I by posting all these false facts and making this a huge deal trying to have me removed from my home. It’s to the point now where she is making up sightings of my dogs. She claims she seen them roaming on Sunday at 6am.

When the police arrived all the dogs were in their cages and I was rudely awoken by this on a weekend morning. She also claims kids are scared to go to the bus stops... I walk my kids to the bus every morning and have yet to hear a complaint. This woman has way too much time on her hands and is trying her hardest to have my family removed from the neighborhood. Apparently she never heard of second chances. I admit I do have one female that is the problem like animal control told her. She leads the pack and the other dogs do not attack they just follow. I am trying to find an alternate home for her but it’s not easy. This woman also fails to tell you how my puppy was beaten half to death. Even the man whose dog was being attacked said she was not harming his dog, “it was the bigger two” he said. If I am wrong please correct me but I believe Lynn Bradley was the woman who beat my dog with a board with multiple nails sticking out of it. The pup was beat so bad her jaw was broken and had to have emergency surgery and two teeth removed that night. She is now in recovery for 6+ weeks thanks to her. Out of everyone I believe this woman is the danger to the community. Her record shows she has had multiple charges of violence and assult. It also blows my mind to think this woman carries a board with nails in it around the neighborhood.

she is very ignorant to the situation and just needs some drama in her life. She should look up the laws in the county she is residing and know that it is not much of a crime for animal attacks. They just ask that you control it and prevent them.

Dear Owner of the pitbulls, have you tried all of the local rescues? have you tried some training for her?? I know of many great places that may be able to help you rehabilitate your "leader" of the pack. It only takes one uneducated or overly dramatic person to get everything going. I feel sorry this has come to this as I myself am an owner of the bully breed.
